The Situation:

Large chunks of Canada’s Manufacturing Industry have fled off-shore, damaging the economy particularly in Eastern Canada. And yet much of the equipment needed for Canada’s energy industry is imported. We need to "reboot" our manufacturing sector.

This was highlighted by Jim Stanford (Unifor Economist) in his recommendation that "Active efforts are needed to boost Canadian content in the machinery, capital, and services which are purchased as inputs to resource projects" (see his chapter on page 23 in Canada: Becoming a Sustainable Energy Powerhouse).
